olan alınmaz Turan qalası.

     Bu layihəni böyük TÜRK DÜNYASINA həsr etmişəm. Layihə mənim ruhumla yogrulub. Atamın mənə hələ uşaq ikən verdiyi nəsihətləri, anamın beşiyim ustə oxuduğu laylalarının səsidir bu laihə. Bu layihəni işləyərkən mən Türk dünyasını qəlbimdə və düşüncələrimdə necə təsəvvür etmişəmsə, elə də əllərim onu çəkib. Bu layihə mənim TÜRK DÜNYASI ilə bağlı bütün arzu və istəklərimi özündə cəmləşdirib.Bir birinə arxa və dayaq olan TÜRK DÜNYASI layihədə aşkar ifadə olunub. Yaşasın TÜRK DÜNYASI yaşasın TURAN ELİ.

Mukhtar Seyfeddin oglu Veliyev - the young Azerbaijani architect-designer was born in a family of educated people in Sumgait town in 25 September, 1981. Married, he has three under-age children.

         Mukhtar Veliyev is an architect-designer with a creative sense, an ability to express himself with his gigantic and fascinating projects which have no analogue not only in Azerbaijan, also across the world, who has put his signature on a list of pearls of modern Azerbaijan architecture and leading a staff professional in this field. He is a manager of the “Master Design” Company.      

“Master Design” Company which began its activity based on the Legislation of the Republic of Azerbaijan since 2005 has put its signature on some grandiose projects constructed in Azerbaijan.   

Mukhtar Veliyev has been selected an “ARCHITECT OF THE YEAR” following the victory he achieved in the contest “PROJECT OF THE YEAR” held in Gulustan palace in 2009. 

In late 2008, the “Master Design” company was entrusted with design and projection of the administrative building of the Board of Artists of Baku city refurbished by support of the Heydar Aliyev Foundation

Upon successful completion of the refurbishment of the administrative building of the Board of Artists, the “Master Design” Company was visited by persons introducing themselves as “employees of the Heydar Aliyev Foundation” (hereinafter to be referred as employees of the foundation).   

Kamil Seyidov introduced himself as the president of the Heydar Aliyev Foundation and Mehriban khanum Aliyeva’s advocate, Anar Abbasov as an employee of the protocol department, while Arif Huseynov as an officer of department of the Foundation for supervision over construction works and security. These people stated that the management of the Foundation had assigned them for entrusting the “Master Design” company with design of school and Olympic complexes to be constructed by support of the   Heydar Aliyev Foundation.  

They have introduced Mukhtar Veliyev to contracts concluded between the foundation and companies performing construction of schools and Olympic complexes within the framework of the Heydar Aliyev Foundation’s project in different regions of the Republic, architectural tasks and other official documents of the foundation.       

According to the assigned architectural task for submission to the management of the Heydar Aliyev Foundation by proposal of the employees of the foundation, “Master Design” company developed initial draft projects. In a while, the employees of the foundation came and stated that the initial draft projects submitted had been approved by Mehriban khanum Aliyeva, the head of the foundation and instructed preparation and submission of an official appeal related with development of the projects to the Heydar Aliyev Foundation. According to statement by the officials of the foundation, companies who won the tender months ago and who were to implement the construction projects by support of the Foundation should be acquainted with the “Master Design” company for development of draft and design projects and conclude a contract. Moreover, they stated that according to the concluded contracts, 50% of fees to be paid to the “Master Design” company would be donated to the Heydar Aliyev Foundation by the foundation employees upon an official letter.

In a little while, representations of the foundation and customers so called as executers of construction projects to be implemented by support of the Heydar Aliyev Foundation came to the “Master Design” company and concluded a contact for development of project drafts. The project documents were developed in the “draft project” stage based on a contract concluded between Mukhtar Veliyev, the director of the “Master Design” company and customers according to the laws of the Republic of Azerbaijan and construction standards, acceptance statement was prepared, and 50% of fees was donated to the foundation based on an official letter addressed to the foundation and receipts thereof were provided by the employees of the foundation to the company.           

Attention:

Events, meetings and conversations abovementioned have been recorded as audio and video materials by Mukhtar Veliyev. He possesses over 200 audio and video records on 400 episodes by capacity.   

In 04.12.2009, people having introduced themselves as employees of the Ministry of National Security came to the “Master Design” company and demanded and took with themselves draft projects of school and Olympic complexes to be implemented through support of the Heydar Aliyev Foundation, contracts concluded with customers, acceptance statements, official letters reflecting donations to the Foundation, thereof receipts, and audio and video records reflecting conversations conducted and meetings held with people who had introduced themselves as employees of the Heydar Aliyev Foundation and as executing companies, especially stating names of current statesmen and which are special investigation objects.  

In 07.12.2009, Mukhtar Veliyev – a sole witness of these events and a sole person who was aware of the truth – was invited to MNS and arrested in a mysterious way.  Over 200 audio-video records on 400 episodes taken from the office and demonstrating persons who acted on behalf of the Foundation named after Heydar Aliyev, the Great Leader, businessmen offering and giving bribes to persons known as employees of the foundation to gain the project, and showing names of some current statesmen demanding a special investigation were mysteriously lost.      

Thereafter, items were developed beforehand against Mukhtar Veliyev to create a ground for accusing him in future, and he was introduced in mass media, TV programs as professional swindler who have again committed crimes and had been before accused for roguishness.    

After 9 months, owing to persons with special knowledge and skills,  audio-video records stolen from the “Master Design” company being of a significant importance and a special investigation object, and containing names of current statesmen as well as unreservedly proving innocence of Mukhtar Veliyev were recovered and submitted during investigations and closed trials, however no practical actions were taken. Letters and receipts reflecting donations to the foundation were distracted from the case.            

Supreme Laws of the Republic of Azerbaijan, International Convention for Human Rights were oppressed and Mukhtar Veliyev was imprisoned for 13 years. Notwithstanding multiple appeals, this injustice has been continuing for 6 years.  

Writing this letter we aim at denouncing dirty intentions of businessmen committing the crime by offering and giving bribes to persons they knew as the employees of the Foundation who were acting on behalf of the Foundation named after Heydar Aliyev, our Great Leader and being led by Mehriban khanum Aliyeva, the president of the Foundation known by everyone as an “angel of success and good will”, in order to gain the project from the Foundation, and of officers favoring personal interests over the welfare of the Republic through concealing their crime, as well as at conveying innocence of Mukhtar Veliyev to the public and our voice to authorities, right protectors and International Organizations for Human Rights.
